OK, as promised - I'm going to replace the question. Seems like Doom Eternal questions go down with a bit more effort here at the moment, heh.
The correct answer is: Samuel Hayden says it about the Khan Maykr, right after the event where Doom Slayer uses the demonic crucible to restore power to the Fortress of Doom which the Khan Maykr had tampered with.

Still you will get the point, if you can recall either the E3/E4 levels which feature this song, or the song's name. I thought about this, and that's why I specified "level music". First I thought to say 'appears only once', which would disqualify this one, as it technically appears between every 2 levels, and in E2M3. However, then someone may have been too clever to say 'text screen music'. So... no.
