Are gifs and memes registered/licensed?

I was using giphy to seek out a popular meme reaction gif. I was sure giphy would have it but no matter how much i searched for "disappointed man" "disappointed" "stadium man" "unhappy fan" "hands on hips" it wouldn't come up. I then checked on the giphy website and scrolled through pages and pages and its still not there.
Giphy is saturated with reaction gifs, including duplicates. I've seen this meme used a bunch of times. I would think it would definitely have this reaction among others. How the does giphy not have this?
I'm having trouble thinking of more examples at the moment, but there have definitely been other times where i was looking for a specific image and had not luck finding it. Even when I google image search for this, I can't find a gif that I can hotlink here. I had to snip a screenshot and upload the still image to imgur to post it here. I feel like there should be a readily available database for linking memes like this.
