They recommend to play this mapset on Nightmare but can I still play it on UV?

Yeah, you can play it on UV. It was balanced around Nightmare difficulty though, so you might find it a little short on ammo in some maps (Nightmare has double ammo, fast monsters and respawning monsters from UV difficulty). You can't play on anything lower than UV though as there's no thing placement on the lower difficulties. Also, make sure you play it in a map that supports UMAPINFO... or else...
