There are certainly Doom maps, wads, and mods that people prefer over one another. That's for sure. There's always going to be some wads that are better than the other. What separates these wads is mostly subjective, but each person's individual opinion differs about what makes one wad better than the next.
Doomworld's cacowards always seems to be a source of controversy, because some wads become recognized for their originality rather than their technical prowess, or in other cases, for enhancing Doom's gameplay in a way that has little to do with enhancing it's visual appearance.
Can wads really truly be measured against one another in terms of which one is better? What do you want in a perfect wad? Do you know what you want? Do you value a wad in higher regard when someone gives you something you didn't know you wanted?
Are there some aspects of craftsmanship you weigh more importantly than one another? Such as the amount of time spent working on it, the amount of original resources bundled with it, how fun it is, how challenging it is, how funny it is, how original the concept is, how much attention to detail put into it, how far ahead it is from your own personal level of expertise, how transcendental it is compared to most wads we see released all the time etc.?

A WADs worth should be measured only by your opinion of the author.
And hey, maybe even take into consideration the layout of the maps, the lighting...I always found the most enjoyable maps to also have more complex lighting in them.

You've basically described Ancient Aliens and Valiant.
