-you said it yourself, wearing clothes that fit you nicely is 90% of fashion.
-dirty shoes are a no go. Make sure your shoes are clean.
-avoid shirts with logos. Theyre perceived as gaudy and takes attention away from your personality.
-Plain, and solid colored shirts are the way to go. stripes/plaid are good too
-buttoned/collared shirts should always be tucked in with a belt.
-accessories are usually gaudy but with plain no logo clothes, a nice watch or a necklace really ties the outfit together.
-match colors, like white and black, black on black, navy blue and khaki, I'm still working on this myself so idk yet exactly about good color combos.
-i like tight/skinny fit jeans. I have some pairs of black and gray. I personally dont like blue but most people can pull it off.
-faded jeans should be thrown out. If youre feeling cheap, you can restore black jeans by washing them in black dye
-a good haircut is also part of your outfit

If you're only looking for the cheapest solution, I suggest simply wearing clean clothes that fit your size, having a decent haircut, nice clean shoes, and having a shower before going out.
That is the minimal fashion decency people expect.

oh yeah carry a pair of jandals/thongs/flip flops with you if walking but don't wear em. They're only for those occasions when you see glass or something else unpleasant on the ground. Shoes are stupid

Wear fitted clothing that conform to the shape of your body. Baggy clothes make people look disheveled, or stupid/awkward. Also, a pair of ray-ban sunglasses are always a good accessary.

My go to is usually just a nice fitting t-shirt, a pair of above the knee shorts, black no show socks, and a pair of black Vans. No jorts.

Tight green cargo trousers, long sleeve black shirt, green body warmer with orange inside, black sneakers is a nice stand out look providing it all fits you well, that's usually a go to outfit for me and it looks good, emphasis on the cargo trousers being tight though as most cargo trousers are baggy pieces of shit.

Another tip to save money is to ask a friend or family member if they have a sewing machine. If you have clothes that are good quality but just don't fit, you can tailor them yourself.
When I was in high school i was jealous of my punk friends who would wear expensive skinny jeans at like $70.00 a pair. I could only reliably get $10-20 loose/relaxed fit jeans. To turn them into skinny jeans, I would turn them inside out, wear them, and use safety pins to section off the excess fabric from the inside part of the leg so they'd fit tightly and the seam wouldn't show on the outside. Then I'd gently take them off and use the sewing machine to sew a line along the pins from the crotch down to the ankles.
I would practice with your least favorite clothes first before working on your faves because if you make something that's too tight, it's very difficult to reverse.

Thanks for the responses guys, I haven't replied here before but I learned a bunch from your advice. Actually fashion has probably been my biggest hobby for the last like six months. I'm spending a lot of time watching YouTube videos about this stuff or just visiting clothing stores and trying on various pieces of clothing, even if they seem ugly/silly/etc to me. I found that with most items I just can't predict how they are going to look on me, so I try to experiment whenever I can. Here is me today. I think this all started because during quarantine I would stare in the mirror more often than usual and that's how I eventually came to the idea that I want to be better looking heh.

Seriously though, sometimes I wonder if in the eyes of a common male there is a difference between a man dressing gay and a man dressing, umm, interestingly. I've been reading some groups on VK (Russian social network) where users comment on each other's looks, and it seems like whenever a man does something that differs from the standard polo/blue jeans/Adidas sneakers/etc or uses colors other than black/white/brown/dark blue, people's gaydars immediately start tingling lol. It doesn't really bother or offend me though since it's not like being gay is bad or anything, so I don't take it as an insult even when people intend it to be insulting.
