Are the Doom Eternal key legal to buy?

Hey guys,
so my question might sound a little weird, but to be honest I'm really insecure when it comes to buying stuff from price comparisons like for keys on the internet. So I decided to sign myself up here and ask before I just go and waste my money on something like a not serious key-shop.
I'm from Germany and was searching for the upcoming game Doom Eternal Download Code on a few price comparisons. Just as an example: When I searched for the game key this was one of the stores that appeared: Doom Eternal key price comparison
Could you guys tell me if these key stores are legal? Do they have the allowance to sell the games? And how do I see if the store is reliable or not? Are there some characteristics that I can see that? I'd be thankful for any helpful answer.
