In layman's terms, this is a description of the feeling that some people have in which they don't recognize how good or bad they are at something. People who are experiencing this effect believe they are really good something that they are actually objectively bad at compared to most people. It also works conversely as thinking you are really awful at a thing you are actually very proficient in, but that's less annoying to the people around you. Does this happen in online communities?
