Probably not. A lot of these textures aren't technically mine to give and package. Only a couple of them are ones I modified myself. Many of them were lifted from community projects and recolored texture packs. For the purpose of the project, I also pasted black patches over a bunch of the stock Doom 2 textures that don't really fit the theme, which I would imagine might be annoying for general use outside of this project.
In the middle of each DBP project I'm gonna cast a poll to vote for themes, so if in a few months you feel ready to start mapping, I can post up previous themes such as this one in the vote if people want to make more maps for it again(?)
If you still think you would like to use it, something you could do is download the the base wad from the OP in this thread, open it in SLADE and delete all the map files. (MAPxx, THINGS, LINEDEFS, SIDEDEFS, VERTEXES, SEGS, SSECTORS, NODES, SECTORS, REJECT, BLOCKMAP, BEHAVIOR) and the music lumps (D_01 through D_10) and save it as a separate file. All that will be left is the textures.

Cool. I'll see if I can squeeze out something functional during this weekend. Sometimes you have to be in a certain mood to map. Also, I've been spending a lot of free time playing ESP.wad instead because I'm weird.
The map's not going to waste either way. I texture modularly before putting detail, so I can swap texture packs and work on detailing at the end. Aspects of detailing are something I sometimes struggle with though. In this case, I've taken stuff like your 'UAC Logo slab' advice to mind, for example.
When pt. 2 with the snow theme is rolled out, I'm gonna go way simpler. I actually thought this one was gonna be simple but its complexity blew up in a non-linear way. I like wrestling with the layout to tie things together in a beautiful manner, and to make views from critical locations see into the rest of the map in interesting ways, etc. I think of maps like balloon animals.
